Descrizione: The player becomes the mayor and builds the city.
At the beginning of the game, a policy is randomly selected for each of the three regions (residential, industrial, and commercial) that will be the scoring rule. Seven of the 14 special landmarks that are scored by meeting conditions are randomly selected. Public utilities that are competitive with neighboring players are chosen at random. There are over 200 million combinations of these scoring rules, making every play different.
City building is done by open drafting, where the turn order and building cards are decided at the same time. Early turn players can take building cards as soon as possible. In the late turn, more building cards will be available in the next round.
The building cards taken are placed on the player's place. The cards are placed in an alternating weave, with the cards facing vertically next to the cards facing horizontally, and the cards facing vertically next to the cards facing horizontally. This results in a grid of connected paths written on the top and bottom of the cards.
The shortest way to a high score is to place the buildings well and connect the paths well.
