It has to be played with the original Zombielife Insurance base game.
The new card is meant as a replacement for the original card called "Toilet Roll Grab" for a new and alternative effect.
Scapegoat effect: "Whenever you flip a health token, play this card and gain another action on your next turn. Using this card will not use any action."
