Part Rack-O, part Phase 10, with other many other ingredients thrown in, too. Some luck, some strategy. Easy for anyone to learn, including children from around 8 years old. An expansion pack adds some Uno-esque elements, ways to force other players to swap a card with you, and a few other more dastardly actions. And, you can choose which of these cards to include when you play, making the game a little different each time.
