Each turn draw a map tile, and place it with others map tile(s). If the map tiles form a 2/3 circle, you can draw a extra map tile from supply.
Then for each circle you form, you can gain 1 building tiles.
You can change city cards by building tiles.

Be the first player collect 3 city cards.
